Nigerian Passport Documents 2026: Guarantor, Photo & Minor Rules

A first Nigerian passport needs six things: a verified NIN, a birth certificate or age declaration, a sworn guarantor’s form, your local-government-of-origin details, two ICAO photos, and the completed form on passport.immigration.gov.ng. Two of them send people back for a second trip. One is a guarantor’s form that was signed but never stamped. The other is a guarantor whose own ID does not check out. What documents do you actually need for a Nigerian passport?

Nigerian passport requirements and documents split into two piles: what NIS checks digitally, and what you carry to your appointment slot. The digital gate is your NIN. The portal checks it against NIMC’s database before the form opens, so start with the NIN requirement guide if that check fails. Once it clears, gather:

• A verified NIN, matched to your date of birth on NIMC’s record.
• A birth certificate if you have one. A sworn declaration of age stands in only where none was ever issued, and it does not stand in for a child.
• A sworn guarantor’s form, signed and stamped by someone in an accepted category (below).
• Your local-government-of-origin details on the form. Some offices still ask for a backup letter from your LGA secretariat, so confirm with the office you pick.
• Two recent ICAO-standard photos for the paper form.
• The printed payment slip once you’ve paid the booklet fee.

Who can sign your guarantor form, and what gets it rejected?

In short: NIS’s guarantor form must be signed by someone in an accepted professional category, then sworn before a Commissioner for Oaths, Notary Public or magistrate. Two faults send an otherwise-correct form back: no stamp, and a guarantor whose identity does not verify. A guarantor’s form is not a friend’s signature. NIS wants someone whose standing it can check. The listed categories include a judge or magistrate, a lawyer, a doctor, a clergyman, a police officer at Assistant Superintendent rank or above, a director-level civil servant, a bank manager, or your Local Government Chairman or Secretary. That list is revised from time to time, so read the one printed on your own downloaded form. Prepare it in this order:

1. Pick a guarantor from an accepted category who has known you long enough to vouch for you.
2. Have them complete and sign the form in your presence.
3. Take it to a Commissioner for Oaths, Notary Public or magistrate for swearing and stamping — a signed-but-unstamped form is rejected on sight.
4. Attach a copy of the guarantor’s own valid ID and a working phone number, then bring the sworn original — not a photocopy — to your appointment.

Steps 3 and 4 are where the wasted trips happen. A signed form with no stamp is turned back at the counter. So is a guarantor whose ID or phone number cannot be verified, and that one stings more: the file looks complete when you hand it in. The photo myth: which photo does NIS actually take?

In short: the photo on your booklet’s data page comes from a live face capture NIS takes at the passport office during biometric enrolment, not from a studio print. Studios around busy commands like passport office Ikoyi/Alausa advertise a “passport photograph package” as though the booklet needs it. It does not. Your booklet photo is taken live during biometric enrolment, in the same appointment where your fingerprints are read and your documents are seen. That image goes on your data page, not a studio print. A diaspora passport application follows the same rule: the capture happens at the Nigerian mission or enrolment centre handling your file, never in a photo shop.

You do buy one photo. It is a basic ICAO-standard print for your paper form and the guarantor’s form: plain background, neutral face, no glasses, and no headwear unless you wear it for religious reasons. If someone at the office offers you a separate “official NIS passport photo”, skip it. NIS takes that one, and it costs nothing beyond your booklet fee.

What documents does a child’s application need?

A child’s application runs through the same NIN gate as an adult’s, so use the NIN requirement guide if a minor’s record won’t clear. Beyond that, the document set is its own checklist:

• The child’s birth certificate. NIS asks for it in place of a declaration of age, so a child cannot swear one instead.
• Both parents' data pages (or NIN slips, where a parent has no international passport).
• A signed parental consent form from both parents, where both are living and reachable.
• Where one parent is deceased, absent or unreachable, evidence of sole custody or guardianship in place of the missing signature.
• A guarantor’s form, sworn the same way as an adult’s. It is not waived for children.
