No card is immune everywhere. A naira-funded Chipper card failed on Microsoft Store in 2024 — a different USD merchant, not a consular gateway. Test the real portal, not a proxy site.

The decline taxonomy — what the error message actually means

“Exceeds your approved cumulative limit.” This exact wording appears on the Canada portal. US and UK gateways work the same way: it is a running total, not a one-time block. Retrying right away repeats the same failed math. Wait 24 hours instead. “Retry after 24 hours of the IHS transaction and it will go through” (Reddit r/ukvisa, u/No_Window8199, 2025-08-25).

Merchant-authentication failure. US applicants see “Merchant Authentication Failed” on the MRV portal (Reddit r/usvisascheduling, u/curious_dolphin_2, 2026-06-24). Your bank’s OTP step times out or gets rejected before the charge finishes. Clear your cache, switch device, or start a fresh application session. Do not just retry the same one.

Gateway-specific block, not a dead card. A Zenith card worked on the Apple App Store the same period other Zenith cards were declining at the UK IHS step (Reddit r/Nigeria, u/Tiny-Agency-6418, 2024-11-05). The block sits with that gateway, not the card itself. One failed portal does not mean the card is dead.

A third decline is also when the agent appears. Someone in the comments offers to “pay your fee with my dollar card, just send the naira” — and a stranger holding both your money and your application reference is exactly the setup described in how to avoid visa agent scams in Nigeria. Pay through a card in your own name, or through a person you can name and reach.

Does the $20 limit still apply?

In short: the “$20 limit” was a 2022 naira-card spending cap. No 2026-dated CBN document in this review gives one new number for dollar cards. Caps are now set by each bank or provider, and not published. Source: community reports 2022–2026; no current official figure sourced.

“How are you coping with the $20 international spending limit?” and “anyone had any idea on how to get around the $20 limit??” — both 2022 posts, Reddit r/Nigeria. That figure capped a naira card’s foreign spend, right after it converts Naira to USD. A dollar-funded virtual card is a different rail. The old CBN forex limit does not decide why GTBank clears and Zenith declines today; each provider now sets its own cap, unpublished. Do not plan a $185 or $905 payment around the old $20 figure. A “dollar card for DS-160” really just means a card for the MRV fee: the form itself is free. If every card fails, you can still pay in bank branch and wait for the fee receipt / CGI reference to post; slower, but it works. Sorting the forex for consular fee payments early beats a scramble the night before. At the July 2026 bank-card rate of ₦1,540/$, the $185 MRV fee lands near ₦285,000 — fund a little above that, because the rate moves daily and a short balance declines the same way a blocked card does.
